You’ll only drop if you receive a penalty. A chat restriction knocks your Honor level to 1, or 0 if you’re already at level 1. A two week suspension will drop your level to 0 (even if you were higher). In both cases, your honor progress will be locked, making your account ineligible for hextech crafting rewards.
Honor Visual Bug. So apparently there's this bug going on with several people in League of Legends. I have this visual bug where my Honor level leveled up one day to level 2, and the next day I relogged and saw that it was back at checkpoint 3/3 at Honor level 1. While still receiving the keys from Honor level 2 etc.
